The requirement itself is modest, the official exam is far cheaper than people claim, and there is a genuinely free route to learning. Here is what you actually need, and how to get there without overpaying.
What the requirement is
To naturalise as a Portuguese citizen, you have to show knowledge of Portuguese at A2 level, the second rung of the European framework. A2 is basic, practical Portuguese, enough to handle everyday situations. It is not fluency, and it is reachable with steady study.
How you prove it
There is more than one accepted way to show A2:
- The official CIPLE certificate, the standard Portuguese-as-a-foreign-language exam at A2 level, run by CAPLE at the University of Lisbon. This is the most widely accepted route.
- A certificate from a recognised Portuguese course or school.
- Completion of accredited Portuguese course hours.
The 600 euro myth, and the real cost
You will hear that the language certification costs around 600 euros. That figure is a private intensive course price, not the official exam. The official CIPLE exam fee is 95 euros. Confirm the current figure on the CAPLE website, since it has risen over the years, but it is in that region, not several hundred.
The confusion comes from mixing up two different things: the free or low-cost route to learning, and a private course you choose to pay for. You do not need the expensive one.
The free route to learning
Portugal runs free Portuguese courses for migrants, the Portugues Lingua de Acolhimento programme, through public schools, the IEFP training network and Qualifica centres. They are open to adults whose first language is not Portuguese, and they run at A1 through to B2. For self-study, the Camoes Institute offers free online resources and its Portugues Mais Perto platform.
So the honest position is this: the classes can be free, and the official exam costs under a hundred euros. A private course is optional, useful if you want intensive help, but not a requirement.
The pathway, start to finish
- Enrol in a free public course at A2, or study with the Camoes resources.
- When you are ready, either collect your recognised course certificate or register and sit the CIPLE exam.
- Keep the certificate for your naturalisation application, alongside your other documents.
