Lisbon is a proper city: museums, restaurants, nightlife, a young international crowd and constant things to do. The Algarve is slower and built around the outdoors, beaches, golf, walking and long lunches. Neither is better, they are different lives. Be honest about which one you actually want on an ordinary Tuesday.
Work and getting around
For most professional and office work, Lisbon wins, and it has the main international airport and a full metro, bus and train network, so you can live without a car. The Algarve economy leans on tourism and hospitality, is served by Faro airport, and usually needs a car once you are outside the main towns.
Community, language and weather
The central Algarve has one of the largest English speaking expat communities in the country, which makes a soft landing easier, while Lisbon is international but more Portuguese in daily life. On weather, the Algarve is one of Europe's sunniest regions, while Lisbon is mild with wetter winters. Both beat most of northern Europe.
