The first few weeks in Portugal are a blur of acronyms: NIF, NISS, SNS, CMD. They are not hard once you know what each one is and the order they go in, but get the order wrong and you get sent away to fetch the thing you skipped. Here is the sequence that works, what each step unlocks, and what you need before you can do it.
What each one is
- NIF. Your tax number, from Finanças. The master key. You cannot rent, open a bank account, set up utilities or get paid without it.
- Bank account. Needs your NIF first. Then it makes rent, bills and direct debits work.
- SNS utente number. Registers you as a user of the public health service, at your local health centre.
- NISS. Your social security number, needed to work and pay contributions.
- Chave Movel Digital (CMD). The government digital key that lets you log in to public services online, from the tax portal to social security.
The order that works
- NIF first. You can often get it before you even arrive, through a representative. If you are moving from outside the EU, you will usually need a fiscal representative resident in Portugal, or to sign up to the tax authority’s electronic notifications, to hold one.
- Bank account next. With your NIF, ID, proof of address and proof of income.
- Then, once you are resident and ideally holding your residence document, sort the rest: register for your SNS utente number in person at your local health centre, request your NISS online, and activate your Chave Movel Digital.
The NIF and a basic bank account do not need your residence card. The SNS number, NISS and CMD effectively do, though if your card is delayed, a certificate of residence from your local junta de freguesia can stand in for registering with the health service.
Where to do it
The one-stop government offices, Loja do Cidadao and the smaller Espaco Cidadao, handle many of these at a single counter, some on a walk-in basis and some by appointment booked through the official channels. They are your friend for getting several things done in one trip.
The trap to avoid
You will see services online and on social media offering to get you a NIF or a NISS for a fee. Both are free through the official channels, and social security says as much in plain terms. Paying a registered professional to handle a tricky case, such as a non-EU NIF needing a representative, is reasonable. Paying a stranger for something the state gives you for nothing is not.
